I was reading some articles that stated it is very common in some Mexican states for girls very young, 12, 14. As I stated earlier child marriage in Mexico was banned in 2014 but persists. Its believed the numbers have not decreased though legal marriage my have.
I completely agree. This is a cultural norm, that when the girl starts puberty she's eligible to have sexual relationships, and this man probably literally didn't know what he was doing was illegal in the US. What often happens is once they pair up (a 13 year old girl and a 26 year old man) they move to Mexico until she is of age, and then they move back. Still a couple, often with a couple kids by that time. And they stay together.
In certain parts of rural Mexico maybe it's "Normal" due to low education levels, but in most major urban cities this is prohibited and discouraged until age 18.
Quincinera celebration is 15, that would be the earliest most self respecting traditional families would give their daughter.
Let's not forget native women died young due to childbearing, poor nutrition and poor living conditions. They had to pop those babies out to be farm hands, many would die in infancy, to keep their community alive.

It's "normal" here, in newly immigrated communities. By "normal", I mean accepted and common, which is the definition of normal.
If you watch missing persons stories, you'll see a lot of this. Suddenly the 14 year old girl is missing, and within a few days they realize the family friend who is 25 is also missing. And they're found in Mexico, where they choose to remain.
It's "normal" here, in newly immigrated communities. By "normal", I mean accepted and common, which is the definition of normal.
