I think given DeSantis’ behavior and pretty clear pandering to the anti-vaxers, and anti-maskers, it would not be shocking to learn that his administration worked to misrepresent (minimize/undercount) the deaths from COVID. But, I would say that as of right now, I know of no proof that the numbers are being manipulated.

Herd immunity is nearly impossible without a vaccine. It does not happen naturally. At best some sort of equilibrium would be reached where the number of new cases matches nearly the number of new people being born, and the thing hangs around forever seizing targets of opportunity, like a predator.
If people had realized this last year we could have handled this disease a lot better than we did.

What happened with the Spanish Flu that last from February 1918 to April 1920 (or 1917 in Trump's version). How did it eventually go away if it wasn't herd immunity?

Why must Gov. DeSantis's position be described as pandering? He's upholding EXISTING rights of individuals.
You calling his protection of our constitutional rights pandering is hyperbole and a false narrative. His position is main line conservative/republican voters, in line with the RPOF and the RNC.
"Cases" don't matter. The vaccine works to prevent serious illness among the vaccinated. Is DeSantis a dictator? If not, he can't mandate vaccinations.
Less than 1/2 of Florida's population is vaccinated. Given that, more cases absolutely matters. That means no mandates by DeSantis is directly harming his citizens. A governor's job is to take care of the citizens he represents. DeSantis needs to do that job.
