Except for the general does not have such authority to do so, furthermore, he does not have the authority to make such a determination nor interpretation of a president's mental state, nor circumvent the president as has been reported.
This is not suppose to be some banana republic, where some general, officers, decide they just do not like what the elected civilian leader is doing.

It's Milley's job to protect our democracy. Trump became a domestic enemy as his mental state declined following his election loss. Milley did his job by intervening and preventing a coup, or perhaps something even worse like WWIII.
This isn't Game of Thrones man. Nobody expects our military to follow the mad king.

If he did make such a call (and I'm skeptical of these hearsay accounts in general), then yes he did something wrong. Whether it was anything of consequence is another story, but he certainly did something wrong as he would have usurped the role of the elected, democratic government of the US and turned the constitutionally protected notion of civilian control of the military on its head. You don't have to like policy, but that doesn't give you the right to circumvent proper channels. And military folks should all the more know better about following proper chain of command.
