Because there is a difference between being physically unable to vote in person, unless you have a person willing to transport you and your wheel chair to the voting place. Or a person in the military forced to serve overseas or their duty station is in a different state. There is a difference between someone just to lazy too get their ass to the poll, or because they chose to be out of state during early in-person voting or on election day.

I don't think they'll be another fraud again. If they wanted another Donald Trump in office, then maybe those southern states will think of something again. This to show America that we don't need another white supreme leader who will discuss war, then send blacks in the war, only to counsel the families of those blacks that their son has died. Then getting a speech thanking them for their service. Just like they did in Vietnam to the families of the blacks. Hand in a letter of condolences. This they want to avoid.
