At this point it feels that WW3 will happen, be it tomorrow or in 6 months but WW3 will happen. Ultimately it will go nuclear. Obviously there is no way to save majority of the public but does US government have any plans to actually save as many of the public as possible after nukes stop falling? Is there any underground shelters available around the country that general public will be able to access? Does the government have enough emergency food and water stored? Am i asking something that is impossible to be prepared for?
Exactly. WWW3 would involve everyone including China and No. Korea. Nuclear bombs going off all over the globe simultaneously would wipe out everyone. And radiation would last for 100's of years preventing growth.

I don't believe it would touch Africa. There is nothing there to destroy. Radiation is global issue but i honestly don't know enough to estimate how long it would be in the air.

Don't be so sure. The first battlefield in which Americans engaged (with British and Commonwealth forces) the Germans and Italians in WWII was North AFRICA.
There have already been about 2000 nuclear tests conducted. I think humanity will march on. Perhaps a little wiser after the big war, if there is to be one.
