Both sides are not using the same tactics.

Russia is bombing hospitals, train stations, kindergartens, apartment buildings, shopping centers, ...

Ukraine is bombing weapons depots, control and command centers, ...

The fact that neither side has air supremacy has somehow changed the picture from what was expected of 21st century war. Russia gave maneuver warfare a solid try at the beginning of the war and had their rearsides kicked. They're falling back on tried-and-true massed artillery reducing the target to rubble, then rolling in and declaring victory. Doesn't call for much in the way of coordination and control.

It seems to be Ukraine who have seized the initiative for now. Deeper-range strikes on high-value targets like aircraft, logistics nodes and command centers. And the well-timed destruction of bridges, of course - they certainly know the value of a well-placed chokepoint.

Ukraine's military has also benefitted from adopting NATO's NCO structure. Word on the street is that the counteroffensives around Kharkiv were originally supposed to be a probing operation, but once the Russians started caving in, the Ukrainians on the ground seized the initiative and exploited it. I wouldn't be surprised if the Ukrainians are as surprised as the Russians by their successes so far.

Russia, on the other hand, still has the strict Soviet top-down command structure. Nobody can so much as fart without permission from up top.

If anybody still thinks Zelenskyy is the warmonger and not Putin after watching this footage of his phone conversation with Emmanuel Macron shortly after the invasion began, then he/she needs their head examined.
