She'd have to let IN officials know. The OH doctor would have to let OH officials know. Imagine here, 10+ days later and the OH doctor has not initiated any type of criminal charge or investigation.

Because of HIPAA it wouldn't be quite that easy to debunk, and that's probably what the Dr was thinking about when she came up with this scheme. Though, apparently the Dr. failed to consider that the reporting of the rape would be fairly easy to check.
If/when this is proven to be false then that would show the Dr. is unethical, and she should lose her license.
