JMO, I think you are correct.
I'm thinking of getting a portable HP (used & R22). Already have a portable AC and use resistance heat. I can get +2x amount of heat +faster+some dehumidify from a HP vs resistive.

CA electric grid strains occur during summer heat waves. Heat pumps are used on colder days during winter months.
Some heat pumps are reversible. They can function as heaters in winter, and as air conditioners in summer. And who would buy one that is NOT reversible, given that they need both functions at various times of the year?
Heat pumps will put even more strain on the electrical grid in the summer.
These Green New Deal liberals seem to think they can create electricity simply by waving a magic wand. Are they even aware that most electricity in the U.S. is generated by burning fossil fuels (Oil, coal, natural gas)? Hydroelectric sites are limited, and are vulnerable to drought conditions. Solar and windmills are very expensive, trouble-prone, and highly dependent on the weather.
The most efficiant and desireable source of electricity is, of course, nuclear power. It's not perfect, you have to deal with the nuclear wastes it produces - a manageable problem. But the liberals are paranoid over it, and won't even consider it.

I don't agree they would put more strain in the summer. If somebody had AC anyway it is much better to use a mini split which uses a fraction of the energy to cool. You want to use a mini split in place of not in addition to a conventional AC unit. Mini splits are something like 400% more efficient for cooling. The great thing is they are very quiet you can barely hear it, sometimes I don't know if it is on. They will get your room extremely cold, it will freeze you out if sized right. It will save you money on your electric bill. You can use your phone to control it meaning you don't have to buy a smart thermostat. You can turn your heat off and on from anywhere with wifi.
And yeah I am not sure why anybody would buy a stand alone heat pump instead of a mini split. In the winter is what I would think about. They get less efficient as it gets colder. Although in California in lower locations this is not any problem. In fact that climate is a perfect place and you can use it as a primary source. Someday you won't have a choice anyway. Lol
If you get a 110 volt version you can run it on a generator should the power fail. They hardly use any power at all you cou,d use a small Honda.

Solar panels are expensive, but they are not trouble-prone in my experience. I installed an array seven years ago, and it's been a hassle-free source of all of my household electricity ever since.
well good, less demand for natural gas will mean cheaper prices for the rest of the non insane country. And the voters of California get what they want. It's a win, win.

CARB is the most hated unelected board in California.
No more nuclear power plants
No more LNG power plants
So, solar and wind power to power all those mandated EVs, electric ranges in new homes, and now electric heating?
Every home in the state uses forced-air gas heating and many use gas ranges.
This is the very definition of insanity.
I came across several articles going back to at least 2010 but in 2016 a member got caught falsifying credentials and more recently CARB didn't like being contradicted on a forest carbon study.
CA just voted this past week to not shut off their nuke plants for 5 years.
They just do not seem to have any sort of foresight when it comes to energy policy.
Reduce carbon footprint by 50% come 2030 is what they are marching to.....Biden's promise to the world under the Paris Agreement.
Trump withdrew from the Paris Agreement and Americans went batsh*t over it.
Well Biden rejoined and renewed his promise.
And so we will suffer.....
