It was a thing for the GOP up until GWB took over. Then the tea party rose up against Obama then faded away. Now the two parties argue over what to spend money on but there is no real effort by the GOP to meaningfully cut spending.

We are not willing or able to cut spending. Doing so would spell disaster. So what will happen instead is that everyone will keep getting paid, just in worthless money.
