I know a few Americans that got fired from their construction jobs in the mid 90's and replace with illegal crews.
One was my next door neighbor. He went and became an electrician so he could continue to work in construction. Electrician/plumber are the only 2 construction type jobs left for Americans because of the test/certification process.

I lived in Texas long enough to see what was going on and how there's quite a symbiotic relationship between these employers and the Federal government.

It's not a failed program it's just that the farmers want cheap, illegal labor instead. We need to eat? Get real with your melodramatics! We cannot allow anyone into our country who shows up at our border and says I want a farm job. Where are the criminal background checks? That's why we have the visas so we know what kind of people we are allowing into our country.

They seemed to have done it just fine until Obama got in office and opened the floodgates.
Did Whites just decide to up and quit construction ?
Construction used to be a solid blue color job for White men with no college.
That's when the mantra of "jobs Americans don't want to do" popped up.
