Men who do this might not have the balls to immediately approach when they first laid contact at her, so they resort to constant glancing or following(not always the creepy literally right behind you follow) her until they scrape up the nerve to make that move, at least hopefully getting the digits.

I'll do it sometimes when I see a beautiful woman in an aisle. For example, I see that she's entering 1 aisle in 1 direction, so I'll go into the next aisle and then come back through the original aisle the other direction. Pass by & admire her body for a moment & then move on.
Is it creepy? Probably. But the only enjoyment I'll ever get with that girl is to look at & admire her body, particularly if she's an older gal.....of which there are many gorgeous ones here in the Texas suburbs.
I'll never get to laugh with her, to tickle her or to make love to her. So why not just gaze longingly & appreciatively, if only for an instant?
Well, is that a bad thing? I mean, guys are visual creatures. And for us, many of the women we see are untouchable: they're married, they're this or that, they're underage, whatever. So all we can do is admire them from afar. No more, no less.
Come on, if some chick's bending over & showing her whaletail around, of course I'll be more apt to look for her in the store later on!
I have followed women around in stores many times - sometimes I'm successful but not always. Usually they indicate their disinterest by telling me they don't like what's on sale...
Being aware of one's surroundings, including the people there, does not equal "paying a lot of attention" and therefore not "kind of a creepy thing". Right? Or am I missing something?
You admitted watching him several times in the store and you watched him leave. You're lucky you didn't have the police called on you for that creepy kind of behavior. You weren't just trying to be "aware of your surroundings". You went way beyond that.
Were you just jealous another woman got the attention and not you?
There are men that follow women around in stores? And vice versa? That's really weird. If I noticed some creepy woman following me around the store, I'd start shopping in the womens' lingerie section just to throw 'er off
