Thought they couldn't find people to fill jobs. He has no relevant job skills?

Again. Not until he secures a job in his field. As soon as he can he's listing but he's also been advised his home is in an area where it could be problematic in selling. I know they are very close to the civil unrest but how close I do not know.

So, your relative being afraid of the area isn't really proof Portland has turned bad. It's proof your relative doesn't like it there. That's okay, people in America can move to other states if they don't like it where they are. That's what's so cool about it.

My relatives in Oregon still like it there, my high school class appears to by and large have remained-with many moving TO the Portland metro, and I must keep missing the horrible riots in Portland when I visit.
