So I suppose the option here is to build something especially ugly and useless, so nobody uses it, thus keeping out the homeless.

What I heard on KOMO News, they will start construction of a new sea wall this summer, I assume it will be further out then the existing one. Merchants in the area of very concerned about the interruption of their business because of the congestion. So, we got ferry traffic, cruise ship traffic and it looks like the city is planning more then a tree lined bike trail, but instead one big tourist attraction. The ferris wheel is just the beginning.

"Ugly and useless" is exclusive living space. A prime example is the gas works at Gas Works Park. The best option for a US downtown core (given unchanging societal attitude toward homelessness) is probably where the public spaces don't easily allow for loitering or sleeping, an example being the Klondike Gold Rush Museum.

Just take a look at Victor Steinbrueck Park at 7am. I expect that the design will not be based on whether or not the homeless will congregate. It's to bring more tourists and higher priced view condos (more tax money). Thus far the homeless have not seemed to affect tourism. I overhear remarks all the time but they continue to come. The seawall replacement project has already started, if you go down Alaskan you will see utility work going on. The real disruptive work will be done between September 2013 and spring 2016. The replacement is expected to last 100 years so at least we won't have to go through it again.
