Were you inside, or out on the patio? I would be highly surprised to hear that people were smoking inside at Three Birds, and the indoor part is a very small part of the place - it's mostly outdoor seating. It's still legal to smoke outside at any restaurant with outdoor seating.

Inside, because it was during last winter. Every table was filled with people puffing away. No thanks!
