well I'm a person who is a native local and have lived in ST Pete, Tampa, etc - everyone has their own assessment - Tampa is a dynamic business center with some pretty talented and driven younger people. I find it a bit difficult to compare TPA to SP, especially city centers, socioculturally, and politically. In my sole opinion, downtown St Pete has become freakCentral, especially at night, with a strange west coast San Fran vibe. Crime is also an issue in St Pete and even large parts of Pinellas County as well. If you like to be around the artsy nouveau population sipping lattes, walking dogs and "discovering" local bookstores, bars and vogue restaurants with overpriced and overvalued fare, ST Pete should be your first choice. Tampa is no such thing for younger pros - never has been - totally different vibe in my sole opinion. There's something for every crowd and bent.

St Pete kind of reminds me of vintage LA with a touch of San Fran. That mostly pertains to downtown, however. And it definitely has higher crime than Tampa. Love to visit, but have no desire to live there.

I don't know that it is full of totally odd characters, but it is just older and more hipster/artsy than I expected/would prefer. People are pretty friendly though.

As far as safety goes, I did have some stuff stolen from the trunk of my car, though I'm not sure when exactly it happened. Kind of annoyed about that but probably my fault.

When I went to 7-11 the other night it was sort of sketchy. The workers were telling some homeless guy he needed to leave the property and were calling the cops on them.
Other people (who seemed to be friends with the workers) were asking me for money as I left. I'd think the 7-11 workers should tell their friends not to do that, but idk.

Pinellas County does have a weird vibe. I can't really put my finger on it, but it is definitely an acquired taste.

Agreed.
The vibe of weirdness, and of course, crime, and vibrantly, quaverous dog-walkers, especially Downtown, but certainly not family-friendly in the most traditional sense.
