D.C. Cops Throw Drivers in Jail for Expired Tags, AAA Cries Foul (fence, statistics)

The local news in DC, Channel 9 WUSA, is about to do a story that "DC is the only jurisdiction in the US where drivers are arrested and thrown in Jail for Expired Tags."
The "Uniformed Division of the Secret Service" like to play police. They get tired of guarding Embassy and other such details. They tend to arrest honest citizens for very small offenses.
I just saw the news item and the reporter stated that a woman's car was hit a Metro Transit bus. When the DC Police investigated and realized her registration was expired, they immediately arrested her and took her to jail. It was reported that DC Police started arresting people for this traffic offense (yes it is not even a misdemeanor) 10 years ago to make the city safer. I do not follow this logic though. While the police have some discretion, apparently they are still making an automatic arrest.
Such a sad situation. The Capital city is indicative of how badly the country is run.

Now, it seems to me that if the goal of red light cameras is to cut down on the number of people who run red lights and thus endanger the safety of other drivers and pedestrians, you would want to encourage people to slow down and obey the law--which is, after all, the purpose of alerting drivers where the cameras are.
