The likely reasons a vehicle's tag might be expired are either because the car's been declared ineligible to pass inspection or the owner is suffering through a previous insurance lapse. It costs money to resolve either of those issues, and throwing these drivers in jail won't accelerate a resolution to those problems.

Jail may seem excessive, but people shouldn't be driving in those situations.
I was arrested for driving on expired tags in DC. My tags were like 1 day passed due and I forgot. I had to pay a small fine and they released me after a few hours. I was lucky because it was mid day/midweek. If they get you on a Saturday night, you are toast. You won't get out until Sunday morning or afternoon and they might send you to Central Cell and that place is hell times two.
Going to jail for expired license is a little over the top and being moved around from one cell to another for what? Seems like a waste of time for the driver and the officer who should be more concerned with actual criminals.
At the same time, people should take notice of their license expiration date. Tags shouldn't expire no more than 10 days.
