It's both, depending on context.

Toe the line means dancing along the edge, flirting with disaster, testing the waters, etc.

Tow the line means drinking the Kool-Aid, doing what's expected of you, etc.

It helps to visualize each phrase to understand its meaning.

At least that's my interpretation. Your mileage may vary.

Was she a cyclists? In cycling, the phrase is "Hold your line."

Or was she a receptionist? "Hold the line, please..."
