SOMEBODY STORED IT IN THERE BY MISTAKE. VIOLATION WAS CORRECTED AT THE TIME OF INSPECTION BY DISCARDING THE PHF AND LEAVING NOTE ON THE COOLER NOT TO STORE ANY PHF.
