This thread is not about Gun control, so I refuse to even answer that as it will sidetrack the thread.
The lack of traffic law enforcement is an issue that plagues Atlanta, Bird scooters being no different. Even if City Council passed an ordinance requiring licensing fees, how would it stop this type of behavior? Just like I doubt the Hands-Free Law will stop people from driving with their phones.

So you don't think that ordinances work at all to deter behavior? Do you set a curfew for your kids? I know I do, even if sometimes they break it and sometimes I'm not great at enforcing it. . .
The hands-free law isn't going to correct the problem 100% but, yes, it is changing behavior for a lot of people, and same with the scooters. Have some rules and enforce them as well as we can.
