I think it does depend on what the non violent crime is. Most of these people could be in half way houses that are closely monitored and they would be required to work and pay back the cost of their incarciration. Some like pedophiles should stay jailed because as far as I am concerned that is violence towards children and these guys shouldn't get the chance to do it again.
