I love st Louis' red brick. Although there seems to be some debate on if it's truly Midwest or south, I think Louisville is also nice.
I've never really heard of any debate about St. Louis being Southern, ever. Influences sure, but I don't think anyone questions whether or not St. Louis is in the Midwest. The MO boot heel, Ozarks, and other areas in S. MO yes, but St. Louis is most def not a Southern city.

Once you go south of Chicagoland you are in 'The South'.
St. Louis... ya. Chicago... ya. I do think St. Paul should be mentioned. See Summit Avenue and Cathedral Hill. St. Paul has much variety and stunning Victorian homes.
As far as single neighborhoods go? Over-the-Rhine in Cincinnati wins hands down for me. Whole city? Chicago, obviously.
