A lot of world countries also don't have suburbs spreading out in all directions from Downtown. It is absolutely fair to compare these cities, it is the fault of St. Louis that it had so much white flight and became so suburban. If it had responsible urban planning then the richest parts wouldn't all be way out in the burbs
The city of St. Louis is 66 sqaure miles with no ability to annex any of its suburbs due to it being independent from St. Louis County and due to the Mississippi River being the state line with Illinois. Its downtown sits directly on said state line. If you want to compare it to whole administraive districts in foreign countries that include most, if not all, of their suburban sprawl, that's fine, but the fact remains that you're not getting the whole picture of metropolitan St. Louis. That's why it's not even the most dangerous metro area in the country.
As for poor urban planning, its biggest downfall was the city/county divorce in the 19th century. Everything else is typical of what occurred in American cities post-WWII.
I agree that St. Louis gets screwed by the City/County division, but it's the fault of St. Louis that this happened. Boston and San Francisco also both have really small city limits and neither one of those cities has the same problems that St. Louis does. Those cities are also really well connected with the suburbs, with excellent transportation between the two, and neighborhoods that are essentially an extension of the city. You can make a good argument that Boston and San Fran are both much bigger than their city limits suggest. St Louis is really disjointed however and there are many suburbs and rural areas that are part of the MSA that are really hard to reach. In cities like Detroit there is also a very obvious demographic change immediately outside the city limits, so even tho the suburbs are part of the city economically, they're not really part of the city culturally
Furthermore, some Latin American cities get screwed too. In Colombia, Palmira is part of Cali's Metropolitan Area, but since it's technically a separate city, it gets counted too, so Cali and Palmira both appear on the list despite being one MSA

NYC is at 284 as 12/25/2017 if pace stay the same city will finish year with 293 which is under 300 first time since 1940-1950s and overall crime rate will be lowest since 1950s
