It sounds like you need to look up the latest census estimates which has Metro Detroit gaining population. And Detroit isn't even close to being irrelevant.

Minneapolis reports crimes that many cities wouldn't even bother with. A sexual assault is listed as rape. Violent crime in Minneapolis is far lower then chicago. If other cities listed minor crime the way Minneapolis does their crime rate would look much higher. Minneapolis doesn't have a bad neihhborhood.

I'm not trying to spin anything. Police in Chicago have way more to deal with and let small stuff go. In Minneapolis even the lightest offense is blown way out of proportion. Minneapolis is not worse then Chicago. I don't care what the stats say.

Minneapolis is the only major city in the US to classify all sexual assaults as rape. Because of this Minneapolis has one of the highest rates of rape in the country. This makes it look like it has a higher violent crime rate than it does. Any criminoligist will tell you that the only crime that is a true apples to apples comparison between cities is homicide. Everything else relies on local definitions. Also, the more dangerous cities try to massage their crime rates so they look lower. Cities that are not thought of as dangerous have less reason to do that
