Eight states are below prerecession levels of employment. And 15 have home prices that have yet to rebound fully."

Actually no, most studies have shown the CT (along with NY & Massachusetts) have been in the top 10 for job & income growth since 2010 and average home prices in most towns in Fairfield County are well over $500,000 now (with greenwich, darien & westport having price points averaging well over a million ). Prices would be falling if economic growth (and most importantly job & income growth) were falling. I can't speak for the city of Hartford but most of the rest of Hartford county (along with New Haven & Fairfield Cty) seem to be booming with construction everywhere and malls & stores jam packed on any weekend or weeknight
