Facebook policy is that you have to be 13 years old and up to have a FB page. He's 12, below FB limits. It's really the parents responsibility to keep him off Facebook until he is 13.

Time for a wake up. Facebook does not have to defend nor offer a forum for free speech, no service does. If you want free speech then exercise your rights to it and do so in public. Facebook is not the public, it is a for profit company and so is Twitter and so is City Data.
