Last thing I'm worried about is a bug more worried about whose the next idiot going to be in office.

I live in an area with few mosquitos, but those bugs love me. I managed to get West Nile a few years ago. It wasn't pretty.

New Jersey also has posted warnings about the Zika virus, and on Staten Island which is close to NJ they've sprayed larvaecide in the marshes and ponds to kill off any mosquitoe larvae to try and keep Zika out of here.

Carnivorous fish aren't doing their job then. The larvae should never be given enough time to evolve.

What should have been done? Public health authorities only recently found out about the risk of birth defects with the infection. Before, it was just known as a minor illness that got better with no treatment.
