Parkland PDC have no authority on city streets. I doubt DPD will bother them if not causing trouble.

I'm not sure what jurisdictional boundaries Parkland Police deal with but I saw a Parkland officer arrest a guy outside the Racetrack at Inwood and Maple - that's a good ways from Parkland. Also they patrol the UTSW student apartment complex at Mockingbird and Maple.

The apartment complex is private property though, unlike a city street. I don't think it's against the law to loiter in outdoor public areas. If you make a law against that, you may as well say its illegal to be homeless.

Hello Murphy PD. I do not appreciate the comment. I do not think it is appropriate, however he may. He's become schizophrenic, hears voices in his head etc. If the same thing happened to you, I wonder what you would do? I'm just trying to find the places the guy goes so I can try to help him.

Trust me, it is not illegal to be homeless. The city of Dallas is unable to help because of that reason. You are free to be as crazy as you want to be as long as you don't hurt anybody.

Other places where someone could sit quietly (say with a cup of coffee) would be: 1) the food court underneath the plaza (Butler Drive entrance to main campus); 2) food court on the campus north of Inwood (Forest Park entrance); 3) cafeteria at Clements University Hospital. #2 would be the last place to look, IMO.

I responded to your first two posts and stand by my comment. You only trotted out the rest of the info after you made it sound like you were seeking a place for him to park. And I'm not the only one who took it that way.

I realize that my original message was unclear, however I never asked for your opinion of whether it was appropriate or not. My mother always told me not to offer an opinion unless I was asked...

Thank you very much! I will give it a look around and see if anyone recognizes him.
