She thought she had that authority. As evidenced by her discussing with previous secretaries of state what they had done. They evidently all had that authority. And if Congress passed laws removing that authority, they should have made provisions to provide oversight.

Why don't you tell me who did have the authority?

It's called the LAW. She mistakenly believed that the law gave her the authority. Unless you are saying that she believes she had the right to give herself the authority?

Which is it - was stupid, or was she criminal?

If I mistakenly believe that I owe less on my income taxes than I truly do, even though I had a bunch of people that also paid their taxes tell me the wrong information, do I get a pass because I thought I had the authority to not pay taxes?

You also keep repeating that she discussed a private server with previous secretaries of state. Plural. Please show me proof, because all I can find is that she discussed a BlackBerry with ONE.

You remember the George W Bush e-mail scandal? It's another example of our government using technology without fully studying the ramifications or risks involved.

The report also shows Clinton consulted former Secretary of State Colin Powell on his use of a BlackBerry while in office under President George W. Bush. Not knowing the difference between a BlackBerry and a Server - that's not very smart.

Did the report show that Secretary of State Powell used an AOL e-mail address, too?

Powell warned Clinton to avoid using a BlackBerry to conduct official business, telling her that if it became “public†that she used the device to “do business,†her emails could become “official record and subject to the law.â€

“Be very careful. I got around it all by not saying much and not using systems that captured the data,†Powell wrote.

Clinton told the FBI that she understood Powell’s advice to mean that any of her work-related communications would become government record. She claimed that his comments “did not factor into her decision to use a personal email account.â€
So she misunderstood Powell's advice (not very smart), but ignored that advice. So she didn't think she was doing the right thing, now, did she?

I've made plenty of bad decisions. But I've never been Sec of State, who IS the top of the chain, and the person that ultimately makes the final decision.

I'll give you this, though. She may be dumb (as well as brain damaged) but she is crafty as a fox.
She is not dumb (as I've heard her speak on multiple occasions). She is very intelligent, and crafty is not a bad thing for the President of the United States.

She believed that she had the same authority as previous Secretaries of State.

first of all- its about POLICY not law-- she might have broke policy -- not the LAW- and 2nd I have posted it 100 times-- true top secret stuff is NOT sent over the regular internet - it is encrypted - it is done in a skiff location- that is guarded --OMG people - please- please get educated on these matters before you accuse-

Being a good speaker is no indication of intelligence. And with her brain damage, I'd call her far from intelligent, if she ever in fact was.

And by crafty, I assume you mean "willing to blame everyone else for things that should have been her responsibility"?
