Beto then responded with his own list.

No one ever agreed to either set of debates, so no one backed out.

Like nearly everything, the truth likely lies somewhere in the middle. It's probably something like Cruz wants to call the shots on what will be debated and changed things up 2 days before the debate and Beto is balking at it. However, even with that said, Beto is the challenger. He needs to step up if he wants to take the Senate seat. He's also behind in the polls. It behooves Beto to debate. Simple as that.
