They refused because Kiev refused to back down their military from entering the area. Kiev military troops wanted to go with the international experts into the area, thus occupying it from the separatists. It is the separatists main goal to keep Kiev out, not let them flood into the area. Kiev was going to "escort" the experts in, which was really just using them as an excuse to occupy the area.
