If you go to the largest malls and most popular malls in the DC area, including the massive Tyson's Corner Center as well as Montgomery Mall, Fair Oaks mall, or Dulles Town Center, you'll barely see any blacks. Also, blacks constitute the majority of MARTA riders and they are not even 20% of DC metro riders.

What's the best way for African americans ?
1/ a conservative area with large black community ( GA for example)
OR
2/ a liberal area with small black community

Atlanta has so many counties in it's metro though. So, the Black percentage can vary greatly.

The counties in the Atlanta MSA with over 250,000 people are all over 20% black.

Charles County MD is about 40% Black. Calvert County is about 14%, Frederick County is about 9%, Prince William VA is about 20%, Spotsylvania County is about 13% and Stafford County is about 17%.

true...still significantly less black than the inner Atlanta suburbs.

Nope, that would be Clayton County at 66.1% black now, just slightly above Prince Georges at 64.5%.

And sorry ckh, but some of your rates are outdated. Gwinnett is now at 23.6%, Cobb is 25%, Fulton is 44.1% and DeKalb is 54.3%. Not splitting hairs here though.
