Start with a link to a map that we can get acquainted with that shows that Puerto Rico is closer to the United States than to Guadeloupe. And I think you meant to say Newfoundland, instead of New Foundland.

They are not occupied territories, like Puerto Rico. So the American outlying territory of Puerto Rico is closer to France Proper than to the USA Proper.
