You have to look at the totality of the entire state. Both Texas and Arizona have large areas that experience 4 seasons. Parts of a Texas can get big snowfalls. A good portion of northern Arizona receives significant snowfall between 100-250 inches annually.
When you combine persistent heat with humidity Florida stands out. Pretty much no where in Florida receives cold weather or significant snowfall on a regular basis.

Can not discount those long furnace like summers where most Arizonans live....

Yes but we are talking about the hottest state. Not just population centers. Arizona is mostly rural and the climate is a lot more varied vs. Florida.
Phoenix and Tucson are scheduled for highs of 105+ next Friday.
Death Valley California has Temps scheduled to be above 105 next week.
Dallas, Austin and San Antonio is scheduled to hit 100 mid week next week, with Austin and San Antonio with the higher peaks (103 degrees each). Houston, Vegas and the Florida cities are predicted to stay below 100.

Arizona is utterly hot, up to the occasional 120-degree day. There is no ocean breeze or mitigating marine temperatures. Arizona's heat is the one thing most people experience most. Florida has higher humidity so a 95-degree day feels hotter than it is.
You can debate heat vs humidity (or lack there of) all day long, but the fact remains in Arizona you can escape the heat to higher elevations. Flagstaff will have near perfect weather (mid 70’s to low 80’s with low humidity) during the summer. I’ve been to Florida beaches in summer (Cocoa Beach and Palm Beach) and it’s still not very comfortable
The higher the humidity, the harder it is to reach supermax air temps. That's why daily highs in southern AZ trend highest in very dry air of the second half of spring before the arrival of the monsoonal humidity.
Other the other hand, by summer the lagging northward movement of the Hadley cell of atmospheric circulation means southern FL benefits from trade wind breezes - the worst place to be is between the Hadley & Ferrel cells, the comparatively dead air so-called Horse Latitudes, with tropical heat and humidity (and bugs).

Yes. I would agree. Every state has a cooler north region Eve. Texas , Arizona and Nevada. Florida is all hot
