I would say the best liked city in Texas is San Antonio among Texans and Austin outside of it. There are plenty of Texans who like Austin or Dallas or Fort Worth or Houston or RL Paso, etc.,more than San Antonio but that city is probably the least controversial. Among people I met outside of Texas, Austin seems to be the favorite by a long shot, even though many of those people who prefer Austin has never been to Texas, much less outside of Austin.
The only real city in Rhode Island is Providence, and I think it's awesome, but a lot of long-timers remember when it was kind of a crime-ridden wasteland and can't get past that image. Pretty much everyone, on the other hand, likes Newport.
In Florida, I would tend to say Orlando, just based on sheer visitor numbers. It is most popular, therefore it is most "liked", however, among international residents, Miami is I suppose.
In Ohio? Well, among the major cities, I think Columbus has the best reputation, however, I think is the most well known. I'm not sure that as many people think of Cincinnati when they think of Ohio, not that that's a knock on Cincinnati, but since it's on the river, it's almost considered the start of the south IMO and isn't considered as "Ohio", I suppose. Though, I think that's also true for the other cities in some sense. Even though Ohio is 7th in population and GDP, I think in a number of outsider circles, it is considered a firm part of the corn belt, not much different from Iowa or Nebraska. Some may think of the Appalachian part of the state, or the Lake/Forest/Gorges of the NE as well, but as a general rule, not really. As far as best liked, overall? Probably Sandusky.
