Because a lot more happens during the average single down in football even if the field position hardly changes than an average baseball pitch while you wait to see if the umpire calls a ball or strike and then everyone resets in baseball also.

NFL and college football by a long shot. But there are some cities that are outliers, but those cities also tend to have no football team or the one that exist sucks. Baseball is still very popular but it isn't as much of a pop culture phenomenon like the past. Like most non sports fans can name football and basketball athletes, but baseball less so.
