Biggest shock on the short list is Indianapolis. Out of the 20 semi-finalists I'm guessing they have the least likelihood of getting HQ2.
It does look like Amazon really wants to have a second site in the eastern half of the U.S. if it's feasible Only four semi-finalists are west of the Mississippi, and only one is on the West Coast.
They also seem to really want to consider DC as an option, given DC is the only metro listed three times (separately for DC, Montgomery County, and Northern Virginia). Arguably they're giving NYC two shots at it due to Newark also being on the list. Every other city just gets one chance.

The list doesn’t really surprise me; it’s literally just a list of (mostly) the biggest cities across the country.
There are some big exceptions though. No Houston or Phoenix for example.
Thinking about it more, I'm wondering if Miami and LA were included mostly in an attempt to "geographically balance" the list. They're not known for having a deep talent pool in these areas.
If Indy was added to try to balance the list/provide more Midwest candidates, I'm really shocked that Minneapolis didn't get into the list.
That's because the CEO OWNS the Washington Post, and wants to be another George Soros. He is a far left political string puller, but that doesn't mean he wants his business to be accountable, so he will locate it for business, not political reasons.
