I'd say Dutch first with Sweden very close behind...they tend to be so fluent you could easily mistake them for a native speaker. Germans nearly always have some degree of an accent and still make common grammatical errors even if they consider themselves fluent...not to mention that a sizeable chunk of the population never learned English at all.

When I lived in Germany I notices that too. They have a very very heavy accent if they even speak English at all.

A Dutch guy once said to me, "Enjoy your stayment in Amsterdam!" It was a sincere and hearty greeting.

In my experience Dutch and Norwegians speak the best English followed by Scots. Then Swedes.

My husband's former boss is from London. He told us that when he came to this country the immigration officer asked him to say something in English (???). He told the man, "Sir, you are speaking MY native tongue and NEVER FORGET THAT."

Funny, but very, very true. Americans tend to forget that.
