In 1938 Pacific City Lines (PCL) was organized as an affiliate to National City Lines (NCL) to replace West Coast electric railways. This was done by purchasing intra-city railways, tearing up the track, pulling down transmission lines, scraping the electric cars and replacing them with diesel buses.
The initial push (PCL) was made by General Motors and Standard Oil. By 1949, General Motors had been involved in the replacement of more than 100 electric transit systems with GM buses in 45 cities.
