Erroneously said to have been "knighted", is is simply from the French sur + loigne, "above the loin".

In 1938 Pacific City Lines (PCL) was organized as an affiliate to National City Lines (NCL) to replace West Coast electric railways. This was done by purchasing intra-city railways, tearing up the track, pulling down transmission lines, scraping the electric cars and replacing them with diesel buses.

What two companies were behind this effort?

I believe there more than two, including General Motors, Firestone, Standard Oil, Phillips Petroleum, and others.

The initial push (PCL) was made by General Motors and Standard Oil. By 1949, General Motors had been involved in the replacement of more than 100 electric transit systems with GM buses in 45 cities.

My guess would be Mokta Ould Daddah who was president of Mauritania when Mauritania illegalized slavery in 1966.

The question specified Western Hemisphere, so it would need to be a country in the Americas.

As for your answer, Tandja Mamadou, was elected president if Niger in 1999, and that country did not outlaw slavery until 2003.
