When I had a dog, I would only put dog poop in someone's garbage pail if it was open and the garbage was out on the sidewalk because the garbage was being picked up. I would never put it in an empty pail or go out of my way to throw it in a personal garbage pail. I feel the same way about it---if someone wants to throw their dog crap in the garbage I have going out, go for it---I've stepped in enough dog excrement in my lifetime. I don't think it's a big deal. (If the garbage was emptied and NOW you are throwing it in there, yes that would be annoying.)

Incorrect. The OP and other posters have been discussing someone throwing a bag of dog poop into an empty trash can, meaning after the trash collector has already come and the owner of the trash can now gets to "enjoy" that dog poop for an entire week.

I haven't been reading their intent of the word empty that well defined.
Not that it would impact my desire to throw trash into a nearby trashcan.

Really? Well that might explain a few things, like why you think it's ok. Maybe it's just me but it seems pretty obvious the complaint is not about dropping a bag in a can about to be picked up....

Then you're being deliberately obtuse, because 1) it's not just "any" paper trash, and 2) most trash picked up by private haulers has can't be loose; it to be bagged. So you're being a selfish a-hole and making someone else work harder.

2. In my town the cans are picked up by a private haulers truck with an hydraulic arm and dumped. No extra work required.
Actually in some areas animal waste is not considered trash. Where we used to live the private haulers had in their contract that animal waste including 'used cat litter, paper from bird cages and any other pet waste' was not to be placed in the trash and would be justification for immediate cancellation of service.
Yea it seems extreme but the EPA had cracked down on disposal sites and the hauler had to agree not to dump any animal waste at the dump. The problem was actually directed at some larger commercial operations but it hit the residents also.
