It might have been a poor attempt at humor, or the guy might be truly nuts. No. Nobody gives them twenty bucks.

Kenco, although this is being written pertaining to Sarasota Florida, have your wife read this article:

Just say no to all panhandlers

As demoknite says, give to or volunteer at charitable organizations that are legitimately devoted to help the homeless. If we could all refuse to give to these panhandlers on street corners, we logically wouldn't see as many doing it. Of course, who knows what else they'd be doing to get change for their alcohol or drugs, etc.

And be sure to have your windows closed when you refuse a panhandler :

I saw a documentary about the homeless in Las Vegas not too long ago. Most live in the underground tunnels and are serious Meth addicts. The people they interviewed admitted they, and most of the panhandlers, use the money to get high.

That's a good one. Haven't seen that one before.

Best one I saw was a girl, maybe 18-20, with a sign that said "At least I'm not hooking or stealing".

At least she seemed honest.

Here's how it works - they prey on people's sympathy. You give an inch, they ask for a yard because clearly you're buying into their BS.

NEVER give money to the homeless!!!

It literally perpetuates their homelessness. Guaranteed. Stop the incentive for them to beg.

Interesting side note: I once knew a girl who was upper-middle class who lived in suburbia with her parents... she would brag about how she would scam guys with the "I-ran-out-of-gas" routine to get money. She thought of it as a game... a competition with her girlfriends where dollars were the points.

DON'T GIVE MONEY TO STRANGERS... EVEN IF YOU THINK THEY NEED IT.

I get approached by beggars a lot. Most ask me if they can ask me a question. I say sure, as long as they aren't asking for money. They immediately turn around and head off to someone else.
To the OP, do not give the panhandlers money. Keep your doors locked and your windows rolled up and pretend you don't see them. Works quite well.

I may start doing what Von does. Ask them for money when they come my way. Sounds more fun.

Or just say "sorry I don't carry much cash, I use credit cards" they just walk away, no confrontation, no problems.
