They actually sell a spray that is supposed to make your license plate not show up to the cameras and apparently it is legal.

You may have come to a complete stop, but did you inch up a bit to get a better look down the road and then make your turn? That will get you a violation. You must come to a complete stop, and then wait 3 seconds and then make your turn. If you can't see down the road due to a tree in the way or something, do not inch up to get a better view if you wish to make your turn.

^^ Now that makes no sense. Im going to "inch" up if I cant see whats coming on the road Im turning onto. I will come to a complete stop behind the line. Then inch up. If I get a fine for that then Im fighting it.

who are the local authorities? I thought they were the police?
