Whatever the reason for the problem is lies in the way LA county cities deal with the issue since our neighbors clearly are doing something we aren't.
Again it's liberalism

Santa Ana struggles with increasing homeless population around Civic Center - LA Times

Santa Ana , in Orange County has a big homeless issue

It's not surprisingly also come out recently as being a sanctuary city for illegal aliens .

Sanctuary city and pro homeless = bad for legal tax paying citizens

part of Beverly Hills actually voted majority for Trump

"The neighborhood — which runs roughly from the Beverly Hills Hotel to the Los Angeles Country Club — voted for Trump 54% to 42%, according to a Los Angeles Times analysis."

Donald Trump won this one Beverly Hills neighborhood while Clinton took rest of liberal Westside - LA Times

But we know even the Hillary supporters in BH don't want the homeless in their hood .. even though they'll never admit it .
