Gang injunctions are hard to get because you are essentially making it illegal for gang members to congregate which is a big legal challenge. Go to the DA's web site sometime and read an injunction, you will see they actually have to name each individual in the gang explicitly and there are tons of loopholes and provisions for siblings, students, etc.

I do notice some political favoritism as to which City Council members get injunctions in their districts or not.

Bill Rosendahl's west side district getting a gang injunction, for example, while as Fastfilm mentioned there are few injunctions in the Valley. Not that there wasn't a need for an injunction in that part of Rosendahl's district (the "Del Rey" area, i.e. where Mar Vista, Culver City, and Marina Del Rey all run together) but if one looks at the injunctions map there are parts of LA with significant gang activity that do not have injunctions.
