I wonder if Con Ed is reducing voltage in some areas. I turned on my a/c and the compressor took awhile to come on and then cycled off at 83 degrees. I never have problems with the a/c during normal summer days.
Depending how low the voltage is certain controls may not pull in ..or the motors will over heat from drawing excessive amperage to make up for the voltage drop ...hard to say in your case if that is what happened.
We spent the day out in the heat ...we had tickets to do the kykuit tour of the Rockefeller estate ....it was 2–1/2 hours long ....the house has no air conditioning either .......it was hot but the grounds had a lot of shade where we walked

I later checked the voltage with a multimeter and it was 119v which is good. Could it be the a/c wasn't receiving enough wattage?

No such thing ... a motor will suck up more amperage when the voltage dips ...but it always gets the wattage it needs ... the problem with drawing more amperage is the motors are wound to handle only just so much amperage before they get to hot and burn or the insulation breaks down
