Yes. There are no contradictions here. Both Federal and City spending needs to be cut.
I find it puzzling that you find any of this puzzling. When people say cut government waste, that is exactly what they mean, not simply shifting funds between various government levels or agencies.
When people say you should stop spending so much money, do you cut out movie tickets only to buy Disneyland tickets? No, you cut both.

You can't seriously say youre for fiscal responsibility and support this president and his trillion dollar deficit.

You must be very young. For as long as I can remember many presidents have increased the federal budget.

If your parents hand you a credit card with 25k in debt, you will wind up spending more than they have simply based on interest. And if you hand your children the same credit card with let’s say now 50k of debt, your kids will “spend” more than you have. It’s simply how the banking system works.

Keep in mind Trump does not take in a salary but donates it back to government.

The real problem is our currency, which is based on basically nothing but ties to opec. China- on the other hand, is creating a currency based on gold and crypto currency. Once they succeed and finish their new currency, you will see how the American economy will collapse ala Weimar Republic. And guess what? It will not matter who’s president. The financial problems that we have today have stemmed from a long time ago.
But of course, you will see many people blame Trump, because like you - they have been duped by the media.

Hurricane Sandy occurred in 2012. Why didn’t Obama do anything when he was president? What studies did he fund?

The $850 million Mrs. deBlasio “lost” could have fund this study 100X over. How come the Leftists here don’t show outrage over that?
