I agree with leave him alone and dont engage him at all.

If he does something stupid, get a recording of it, and call the cops.

A friend of mine has a neighbor like this and after everyone around him ganging up on him for a few months, he's put a for sale sign up.

As sweet as the thought would be to force him out, he just moved into a new construction, highly doubtful he can just turn around and sell it.

OP: I'm still curious of how the budget is going on the one income!

They didnt bully him. They did the opposite and didnt let the neighbor bully them. They called the police when he threatened people, confront him when he did something stupid like powerwash his fence sending mud and dirt up the side of someone elses house, complained when he play music loudly after hours, videotaped him when he was a raging drunk and speeding out of his driveway... and so on.

You are absolutely doing the right thing by getting to know your neighbor. It's better to smooth things over now before it snowballs even further. Cookies are a nice gesture and trying to include him is a good thing. Give it some time but talk to him. However, if over time you are finding that this is not a social individual that gives a dam about anyone, then you need to proceed cautiously...and yes that means putting your kids in the backyard until they are old enough.

As a community you need to approach this guy (invite to BBQ as others have mentioned) and ask him nicely to "please get back on the medication you stopped taking"! If he refuses to get together, start leaving notes on his door late at night telling him to do so!

When I was teenager I loved getting people like this to go into a rage...
