The only reason I'd like to have an HOA is that I cannot stand loud music and late parties. I'm in Phoenix and live on a large cul-de-sac, but sometimes the music still comes in through the backyard (as well as the front), and you can hear it all over the house.
Oh, yeah, and there's the pool.

I never noticed how many HOAs were in the Phoenix suburbs until recently.
Today, I went to an open house in the town of Avondale on the west side of town (a few miles from where the AZ Cardinals play football.) HOA fee: $95/qtr. They take care of the common landscaping, and while they planted desert vegetation, weeds have a tendency to pop up through the gravel. (If you haven't been to Phoenix, take a look around most of OC and San Diego Counties, and except for the ocean, the in-town hills, and some of the vegetation, that's what most of the Phoenix metro area looks like-- inland smog included. They're nearly interchangeable.)
BTW: The home was over 2300 sq. ft with 4 bedrooms, 2 baths, new carpeting and fresh paint, granite countertops, a gas fireplace...and it was under $220k. Unfortunately, it wasn't in South OC. For that amount of money, you'd get a 600 sq. ft. closet.

Would anyone know what is typically covered by the HOA fees in OC? I'm fully aware that they cover the groundskeeping as well as building maintenance. What I'm trying to figure out is if they also cover certain utilities, such as water, cable, insurance, etc...

Occasionally they'll cover cable/satellite, trash, water, pest control, etc. This is highly variable. I've never heard of them covering insurance, other than that on public areas.

I think they'd only cover utilities, water, trash, etc. if it's a condo, right? I never saw any of that looking at houses, and I'm sure the sellers would have touted it if it were the case...
