These two cities are not too far apart and have a rivalry with each other. Which one has the upper hand in terms of being an all around city.

Really depends on what you are looking for~Lancaster has the tourism business (there's good and bad to that) and many more historical, museum, kids entertainment places.

Yeah, without some more specifics, it's impossible to say. "Best overall" tends to mean different things to different people. If you're considering a move, look at the "help for new and potential residents" sticky. Answering the questions there will help us give you better answers.

Lancaster has Park City and the Outlets along Route 30 and many attractions surrounding it. York always seemed to me to be what you drove through either to Gettysburg or to Washington DC.
I'm thinking more in terms of the counties, not the cities. Either city has much less of interest than what the county as a whole offers.
