Cannot speak to Santa Fe. However, my guess is the cost of housing in Gilbert will only increase in the coming years. Chandler? Same thing if not more so.

Now, Mesa is the ugly stepchild compared to the big three (Tempe, Chandler and Gilbert.)

However, as prices go up in the more desirable cities, I expect the cost of housing in Mesa to rise as well.

I'm sure I don't. However, that shouldnt be an issue in Gilbert.

A major selling point for Gilbert is schools and safety.

I own two rentals and neither tenant locks their side gate.

I had to comment on this^^^^

We have family in Chandler and they are on their second apartment. The first complex was on the sketchy side and they were paying $1800/month for a 2 bed, 2 ba place. Then they switched to a somewhat better complex that has termite issues and they still are paying the same amount of rent as the previous place.

Eastmark is cool. But it's one small community in a massive city. Not to mention, it's basically an extension of Gilbert. So what's your point?
